Not sure about Elden Ring, but in most FromSoft games there is a soft cap on stats at level 40. I think you could actually get more damage out of the halberd if you respeced and took 12 off your Str and stuffed it into Faith. But it seems like Holy Weapons hit pretty hard tbh. It's primarily a strength weapon, that scales B with strength at +10. The scaling for Faith is D, and it's base Holy damage isn't as high as the physical, so you won't get as much benefit by levelling Faith as you will Strength, and the Dex scaling is D even at +10.
