They are suspended and their alumni keep self-ranking themselves. Depends. You will have to be willing to give up much of your semester to rush, and be willing to listen to what the fraternities say and dictate. Hazing isn’t too bad from what I’ve heard, for specific fraternities it is pretty bad, but I also am not in a frat. If you want to rush and want the fraternity lifestyle, go for it.
