There is literally no reason to run master vow outside of triumphs. In every single situation that I can think of 2x enhanced perks are going to be better than adept mods. People who are most likely to run master raids are probably already >50% of the way getting all the raid patterns anyways just running the raid normally.

What I meant was 2 of the 4 perks in columns 3&4. Then if you got your god roll with the enhanced perks and could put an adept mod on it would be slightly better than a crafted one.
